Devon was Wilton's close associate and benefactor. After Wilton's death, 
Devon took over the Foundation For Law and Government and dedicated his life 
to fulfilling Wilton's dreams.
His background as a British spy for the UXB gave him the skills and training
that made him the right man for the job. Devon's sincerity, extraordinary leadership, 
and high respect among government officials make him an ideal candidate for 
achieving the Foundation's objectives. He is the brains behind FLAG, and is 
responsible for all its operations.

 

Devon had a vital role in the design of KITT and the establishment
of the Foundation of Law and Government. In addition to his role
as director of the Foundation, he is also a mentor to Michael,
Bonnie, and April.
